As cases of COVID-19 continue to rapidly increase in El Paso and the rest of Texas, Governor Abbott issued an executive order that will “pause” the state’s reopening plan. Initially, it was announced that Thursday’s edict would not reverse any of the opening phases that have already been allowed, but the Governor reversed course and closed bars across the state at noon today.  In addition to the closing of bars, restaurants must once again scale back to half-capacity beginning on Monday.

There have already been two local bars that had their liquor license suspended for 30 days for violations of coronavirus restrictions.  The remaining bar closures do not involve the loss or suspension of licenses required to operate.

The driving force behind this new executive order seems to be the increase in hospitalizations that in turn are beginning to once again put a strain on the amount of hospital beds and other health resources available.  El Paso just saw its highest single day increase in COVID-19 cases and Texas has reported over 11,000 new cases this week alone.

Below you’ll find more information regarding the Governor’s message.

  • Bars and restaurants whose sales receipts comprise of alcohol sales must close their doors
  • Food and alcohol takeout and delivery may continue per TABC guidelines
  • Rafting and tubing business also ordered to close
  • Large outdoor gatherings (100 or more people) must be approved by City and/or County officials
