For a couple of decades now, a street in northeast El Paso has remained incomplete, forcing area residents ... emergency personnel too ... to go around a stretch of the road that only spans 1/4 mile or so.

The Downtown Art and Farmers Market has changed names and locations, bringing all the fun and local goodness to to Northeast El Paso.
